Thanks to a tip from a friend I can confirm that this path was originally part of a bike path to be built from Saint Jacques West down to Pullman Road in 1982. No idea why the project was aborted or where it would have gone. Anyone?

A town planner person would have a more accurate idea but reasons I know of are: pre-election promise reneged on, job ran wildly over-budget and was abandoned, stopped by a petition as it was cutting across a wildlife corridor.
